Background

Robert Mueller served as FBI Director from 2001 to 2013, the longest-serving director since J. Edgar Hoover, appointed by President George W. Bush and reappointed by President Barack Obama. He was appointed Special Counsel by Deputy Attorney General Rod Rosenstein on May 17, 2017, to investigate Russian interference in the 2016 election and possible coordination with the Trump campaign. His report, submitted in March 2019 and publicly released in April 2019, documented extensive Russian interference efforts and described ten episodes of potential obstruction of justice by Donald Trump, but declined to reach a prosecutorial conclusion on the grounds that DOJ policy prohibited indicting a sitting president. Mueller passed away on March 20, 2026.
