special counsel

A prosecutor appointed to independently investigate a specific matter in which the regular Department of Justice or FBI has a conflict of interest that prevents them from conducting the investigation impartially. Special counsels operate with greater independence than standard U.S. Attorneys, though they remain subject to DOJ regulations and the ultimate authority of the Attorney General.
