Ukrainian political consultant; assessed by Senate Intelligence Committee as a Russian intelligence officer
Background
Konstantin Kilimnik is a Russian-Ukrainian political consultant who worked alongside Paul Manafort for years advising Ukrainian political figures, including President Viktor Yanukovych. The Senate Intelligence Committee, in its 2020 bipartisan report, assessed Kilimnik to be a Russian intelligence officer and described his relationship with Manafort as the “most significant” foreign interference risk identified in the investigation. In August 2016, Manafort shared confidential Trump campaign polling data with Kilimnik. The U.S. Treasury Department sanctioned Kilimnik in April 2021 for his role in interfering in the 2020 U.S. election.
