Background

The U.S. House of Representatives is the lower chamber of Congress, composed of 435 members apportioned by state population and serving two-year terms. The House holds the exclusive constitutional power to impeach federal officials. The House impeached Donald Trump twice: in December 2019 on charges of abuse of power and obstruction of Congress related to Ukraine, and in January 2021 on a charge of incitement of insurrection following the January 6 Capitol attack. The second impeachment passed 232-197, with ten Republican votes, making it the most bipartisan presidential impeachment in U.S. history.
