Summary

Trump pardoned Changpeng Zhao (‘CZ’), founder of crypto exchange Binance, who had pleaded guilty to enabling money laundering (including by Hamas, ISIS, and al-Qaeda). Binance had aided Trump’s World Liberty Financial crypto venture before the pardon. The UAE subsequently committed $2 billion to Binance using Trump’s WLF stablecoin. A November 2025 House Judiciary Democrats report found Trump’s crypto policies were used to add billions to his personal net worth, entangled with foreign governments and criminal actors.
