Background

Binance is the world’s largest cryptocurrency exchange. In 2023 it pleaded guilty to conspiring to violate the Bank Secrecy Act and agreed to pay more than $4 billion, while its founder, Changpeng Zhao, pleaded guilty to failing to maintain an effective anti-money laundering program. Donald Trump pardoned Zhao in October 2025, after Binance assisted Trump’s World Liberty Financial venture and the United Arab Emirates committed $2 billion to Binance using a WLF stablecoin.
