Office of Management and Budget; Executive Office agency overseeing the federal budget and regulatory review
Background
The Office of Management and Budget is responsible for producing the president’s budget, overseeing agency performance and reviewing federal regulations through its Office of Information and Regulatory Affairs. Because OMB controls the apportionment of appropriated funds to agencies, it has repeatedly been an instrument of presidential control over the wider government, including implementing the 2019 hold on congressionally approved military aid to Ukraine that was central to Donald Trump’s first impeachment. Executive Order 14215 gave OMB authority to review independent regulatory agencies’ significant regulations, set performance standards for their leadership, clear their strategic plans, and adjust their spending to align with the president’s priorities.
