Summary
Foreign governments and government-linked groups held at least 13 documented events at Trump-owned properties during his first presidency without congressional consent, a direct violation of the Constitution’s Foreign Emoluments Clause. The Philippine, Kuwaiti, Romanian, Bahraini, and Azerbaijani governments all made payments to Trump venues during this period. More than 200 Members of Congress filed suit in the case Blumenthal v. Trump. The watchdog group Citizens for Responsibility and Ethics in Washington (CREW) estimated Trump received at least $13.6 million in foreign government payments during his first term, an estimate it described as conservative because Trump’s businesses provided incomplete data. Trump denied any constitutional violation.
