Summary
The Trump administration launched ‘Operation Metro Surge’ in Minneapolis-St. Paul despite Minnesota having roughly half the national average of undocumented immigrants per capita. A White House statement explicitly cited Minnesota’s ‘sanctuary defiance.’ Federal Judge Katherine Menendez noted administration officials openly stated the goal was to coerce the state into abandoning sanctuary policies. Minnesota, Minneapolis, and St. Paul sued, alleging Tenth Amendment violations. ICE agents shot and killed U.S. citizens Renee Good and Alex Pretti during the operation.
