Summary
The Trump administration systematically withheld or delayed FEMA disaster relief from Democratic-led states while approving aid for Republican-led states in similar circumstances. A federal judge ruled the administration violated a court order by covertly using a ‘manual review process’ to block FEMA funds from states with sanctuary immigration policies. Over $11 billion in appropriated recovery funds were withheld. In October 2025, Trump approved disaster declarations for Republican-led Alaska, Nebraska, and North Dakota while denying them to Democratic Vermont, Illinois, and Maryland.
