The minimum number of members that must be present for an organization, legislative body, or multi-member agency to conduct official business and make binding decisions. Many federal agencies require a quorum to issue rulings or take official action; if the number of sitting members falls below the required threshold through vacancies, firings, or resignations, the agency is effectively paralyzed and cannot function.
