prior restraint

A government action that prohibits speech or publication before it occurs, as opposed to punishing it after the fact. Under the First Amendment, prior restraints carry a strong legal presumption against their validity and face a high bar to survive court review. Examples include court orders blocking the publication of a news story, or agency policies requiring employees to obtain advance approval before speaking.
